These all sound like pretty normal fears to me. But if he seems to be hypersensitive to sensory stimuli like noise, lights, smells and having his hair combed he may have a disorder called Sensory Integration Disorder. My daughter had it but she outgrew it. It just means this kids are more sensitive than others. There are some therapies for it if it is extreme, but most kids seem to get better as they age so often the best thing to do is just accomodate them as much as possible until they get older.

Personally, I wouldn't try to convince him there is nothing to be afraid of because I think that will just be frustrating for both of you. I would give him a nightlight, vacuum when he wasn't around and let him have long hair until he was older and not so fearful. None of these things are harmful or dangerous and as a parent I think one must pick one's battles and only concentrate on the really important issues or you may drive yourself and you kid nuts.

~get him some cool glow in the dark stars for his room
~with the vacuum its probably the noise, have a dr. check his hearing, maybe he has sensitive ears. thats how my cousin was when he was little, and still kind of is now. get him some big headphones to wear when you vacuum, or do it when he isnt around
~let him pick out the hair style he wants and get a haircut with him
~dont tell him that there is nothing to be afraid of because kids are kids and its ok to be afraid of things, you can teach them to overcome their fears though

When I was little I was afraid of all those things (except the vacuum cleaner - my cat was afraid of that).

Getting a haircut with him will help weaken his fear of getting a haircut.
I'm not sure of the dark though, I still haven't gotten over that.

get your hair cut while he watches then let him get his cut or you can cut a tiny piece of his hair off to show that there is nothing to be afraid of, the vacuum cleaner ummmm show him that the tube is too small and that he can't get sucked up, he won't fit, for the dark, get him a nightlight, he will probably out grow it when he relizes that none of his friends use one

Unless you're cutting his hair in the dark with a flowbee, it shouldn't be a problem. Let him see you get your hair trimmed first.
