It means just what is says. If you wait, you can pick up the scraps of someone who hustles, or gets things done, but that person will get something sooner and better that the guy who waits for something to happen.

I think the meaning of the quote is that even though good things will come your way if you sit back and wait, but its only going to be second rate quality. Unlike those who charge through life and get the most out of it. By waiting you get sloppy seconds.
For example, getting a promotion at work. You could be waiting for some one else to move up so you can take their old job....OR you could be taking on the challenge to beat that person to that job.

the hustlers are the ones who really want what they want and are willing to go out there and make it happen. but the waiters, who rather than going after what they want, rather wait for it to come to them. so for the waiters, get off your lazy tushes and go make it happen like the hustlers.
