I did a 3 bed flat about 7 years ago using workmen and including the bathroom it was about £28k - so maybe £24k? But I didn't shop around enough and now there are great deals to be found online for goods I had purchased at much higher prices. You can also find cheap labour around now too for basic jobs but the specialised jobs will always cost you!

It depends if the kitchen costs 2k or 10k and the size of the flat...eg 20m of copper pipe or 50m ...what kind of boiler...get some rough quotes if you can...from builders who have worked on similar properties in the same area. B&Q, Homebase etc will be able to do a computerised kitchen quote just with some basic measurements. You'll need to do some legwork otherwise you might find yourself severely short on your budget. If it is for re-sale go basic, the buyer can always change the kitchen and decor if they want to.
