Vet says it could be menopause.

If the vet said it could be menopause, then I hope that was after the vet actually saw the dog. If not, take the dog in.
If the vet didn't prescribe anything, the best thing to do is to make sure your dog has enough water and that she doesn't seem uncomfortable other than the panting.
