I don't know the rules, but I found a link on the IRS site for "Obtaining an Application for Tax-Exempt Status." The second link is an IRS publication titled "Tax-Exempt Status for Your Organization." I believe they should help.

Your organization will have to be a "non-profit" in order to be tax exempt. The irs has an application for it. One thing though, If your application gets rejected, you have to start the process all over again. Its not like a game where you can load or go back to a specific point. You have to start all over. So make sure if you pay anyone to help you, that they are licensed and have a good reputation.

if you have the capacity to ask the question, they won't exempt you. religious organizations are tax exempt, but ad agencies and public awareness groups such as what you seem to be looking to start are not.
though you could just not charge anything for your services, but then you would neen a day job to pay the bills.
it is nearly impossible to become tax exempt once you've paid a tax, the tax-man does not want to give up the penny.
