yes an officer has the right to arrest someone in other county without a officer from that county with them but the officer as to have a warrant

If the officer had a warrant for your arrest from another county, yep, he sure can.

Yes. A warrant is not even needed to do it. For example, if I chased you, fought you, and you got away I would submit a report. If a couple days later I see you on the street in the next county or city, the warrant may not be sworn out yet. You can bet I'm going to get you though. I can do it based on my personal knowledge of the crime and my positive identification of you.

If the warrant is issued in another county then yes the agency can come and get you AS LONG AS THEY HAVE A WARRANT.

There's also a condition called Hot Pursuit. If an officer sees you commit a crime in one jurisdiction he can pursue you into another and arrest you.

if they have a warrant, yes, if they are in "pursuit" yes they do.
Normally they have local policies against doing it,
Also many may be working with a state task force, drug task force and the such, in which case even though out of thier area, they still do thier duties.
