Have you tried Abolutely Wine or Spirits @ 10451 Twin Rivers Rd., or Harpers Coice Liquors @ 5485 Harpers Farm Rd.?

There's also a place by Cafe Luna whose name I can't remember.

There's also a brewpup in Old Ellicott City that sells growlers.
