No. There is more restriction on release of HIV status than on release of other health related information. By law, HIV test results can't be released to anyone other than the person who was tested, unless that person gives written consent. A test site would not even be allowed to release results to a person's doctor's office or hospital without written consent. It is VERY important for a person who has been diagnosed HIV+ to tell his/her sexual partners, so that they can be tested and treated if necessary (the test site or local department of health will help you do this), and positive HIV test results must be reported to the state Dept. of Health, but the HIV status is not completely "public" unless the person chooses to discuss it.

Human immunodeficiency virus (HIV) infection results from 1 of 2 similar retroviruses (HIV-1 and HIV-2) that destroy CD4+ lymphocytes and impair cell-mediated immunity, increasing risk of certain infections and cancers. Initial infection may produce nonspecific febrile illness. The risk of subsequent manifestations—related to immunodeficiency—is proportional to the level of CD4+ lymphocytes. Manifestations range from asymptomatic carriage to the acquired immune deficiency syndrome (AIDS), which is defined by serious opportunistic infections or cancers. HIV infection is diagnosable by antibody or antigen testing. Treatment aims to suppress HIV replication by combinations of drugs that inhibit HIV enzymes.
Please see the web pages for more details on Human Immunodeficiency Virus, HIV infection, Acute HIV infection, Asymptomatic HIV infection, HIV Enzyme-Linked ImmunoSorbent Assay (ELISA)/western blot and AIDS.
