Good question. Thinking about it I think that the white and brown smaller skinny ones you see must be younger pigeons. I always thought that they were mangey or a different breed or something. But they are probably just baby ones. They probably don't leave the nest until they are quite big, unlike ducks and swans which you see when they are still very young.

Hi.
Baby Pigeons, or Squabs, are fully feathered when they leave the nest, and although thinner and more "scrawny" looking, they are very like the adult bird, plus the are not fed out of the nest.
another reason is that they fall prey to birds of prey etc, and of course Man. Pigeon pie, as Rook pie, is made from young Birds!

I have seen baby pigeons before at one place. The pigoen parents are nesting away from human reach and when they are young they can't leave the nest until they can fly.

you rarely see other baby birds either.. It's because they are protected till old enough.
Pigeons haven't been documented much on television..
But you do see young ones furraging around, they are thinner and smaller.
I'm not a pigeon lover by the way!

You do, but you don't know it.
Birds are nearly as big as their parents when they start to fly. They are still "babies" in that they are immature, may have juvenile plumage, and may need their parents to feed them. But the average person doesn't notice this.
Before they can fly, they stay in the nest and you don't see them. In cities they nest in high places on buildings.

They have thier own underground city were they give birth. Then the babys stay there until they can fly. Then they fly out the sewer and by then they are all grown up. That is why they smell bad.

Because the babies live in nests and they dont leave until old enough to fly away. The nests are almost always hidden in high trees to avoid danger or threats.
