Im from the U. S. and was wondering if other countries have to be licensed to drive.

Yeas since driving license is the only relevant document that testified the capebilty and the category in which one is feed to drive then its very necessary for every country to implement the use.

i dont know about countries everywhere, but in the europian union they do
