I painted a picture on rice paper and wanted to attach the paper to a canvas type cloth but I wasn't sure how. What would stick to both of them? Not glue though, this is very fine paper and I don't wanna ruin it.

There are glues you can use with paper that are acid-free such as rice starch or cellulose glues (powders you add water to then cook) These are used in bookbinding and conservation framing, however they are not waterproof.

A good alternative that I have used with great success is Acrylic polymer matte medium. Yes, it wets the paper to a degree but if you're careful it will adhere nicely and dry completely invisible.

If you're going to frame this behind glass, you could even "hang" the paper with a small amount of acid-free double sided adhesive tape, used just on the top 2 corners.

Framers also use rice paper hangers - small pieces of rice paper with rice starch adhesive - they are about 1 inch wide by 2 inches long, folded in half. One half is wetted and glued to the back of the image with the fold at the top, the other half glued to the support. This may not stick sufficiently onto fabric.

joyfulpainter has your answer...there is a drymount process you could use, maybe...like what they use in frameshops.
