Are you living in the US now? Or were you only there for those 9 years?
If you were in the US under a permanent (resident) visa, and you did not apply for citizenship, no, you are not a US citizen.
If you were not in the US under a visa (for example, you were there illegally), and you did not apply for citizenship, no, you are not a US citizen.
The main requirement for citizenship is that some member of the government has told you that you are a citizen. This can be accomplished by taking the citizenship test, or by applying for a certificate of citizenship. If you have not done either of these things, no, you are not a US citizen.

you should have applied long ago but it is not too late.Children under 18yrs become American citizens without having to stay in the US for 3 or 5yrs like adults.I came to the US when i was 20yrs so i will apply for citizenship in 5yrs time because i was already an adult before i came here.Spouses of US citizens have 3yrs stay to become citizens.you don't have to go through these.Apply immediately before you turn 18yrs or the 5yrs rule will apply to you.If you are not here now then I'm sorry you can't apply.
