It's Turkish. You'd see it on a box of Turkish delight, especially that from Haci Bekir. But it's spelt "rahat lokum".

I think its Pakistani Urdu language. I've heard it many time but can't remember what it means. Possibly beautiful something.
Perhaps on a bank note.
