Red Circle!!!! Well its called as bindi or tilak. And its a tradition or custom in Hinduism to wear it. Its a must for ladies who are married.
However the real reason to wear a bindi is this:

According to yoga there are 7 centers of energy in our body called the chakras. One of the energy center is called the Agnya Chakra and lies almost in between our eyebrows. This is the center of intution and thought. It is considered to be very sensitive. The red bindi (actually vermillon or kumkum as it is called) is worn over this chakra to avoid any negative energies from affecting this delicate chakra. Since women are more sensitive than men they are advised to put bindi so that they are not affected. It is believed that vermillon or kumkum has cleansing effect and stops any negative energies or thoughts from effecting the agnya chakra.

I know it sounds very spirtitual but this is why bindi or tilak is put on the foreheads.

Well offending is easy.... but try to respect every religion. If you think otherwise.. well I guess no point in trying to show sense to fools.

Why would Indian soldiers put red circle marks between there eyes. It's the ladies that put the red mark to symbol that they are married. The black mark is the symbol of being single.

Which red circle mark? They don't wear any mark on their face. Some, for Guerrilla fighting, camouflage, the face, with green paint.
