You should be able to
Open Regional and Language Options in Control Panel then on the Languages tab, under Language used in menus and dialogs, click the language you want, which in your case will say 'Deutsch' and you simply need to change it to 'English' or 'Englisch' as it might say in a German version

yes during the installation you will be asked to enter the language..
