I I have evaluated each of the well known martial arts actors based on Technical mastery, Innovation, Philosophy, and quality of film in order to establish a criteria for this question. I have listed my two favorites, with Bruce Lee the greatest deceased, and Jet Li being the greatest living.
First, the late great Bruce Lee. Technically, Lee is incredible, no doubt one of the finest fighters to ever live, and his innovation is apparent in every way, demonstrating a blending with his fine philosophies, such as "No style" and "flow like water." His films were also great for their (and even our) time, and demonstrated his philosophy, innovation, and technique.
Jet Li is a technical genius as well. I would say the great innovation of Jet Li is to bring things back from the contemporary to the traditional martial arts outlook, reminding us that traditional martial arts is not as limited as most believe. My favorite aspect to Jet Li is that he exudes the epithomy of Philosophical excellence, and truly seems to believe in the idea of nonviolence and mutual prosperity. His films are also unbelievable!

Fun, funny, quick in his movements, matial arts with a humour in it and he does them both really good!!

This guy is cool, i really like his movies wwhen it comes to serious martial arts, this is the guy!

Bruce Lee all the way - he was charismatic and the anti-hero - he had attitude...
Although I must say Tony Jaa is a close second... maybe when he matures and gains mass appeal he may be a household name...

Apparently bushido hasn't seen Steven Segals latest movies. They have to speed up the film during the fight scenes to make him seem fast.
