You have 3 options to speed up your PC:

1. upgrade hardware
2. maintenance (including virus/spyware/adware scanning)
3. tweaking

1. is self-explanatory - buy/install better/faster hardware.

2. requires you to learn how to defragment your hard drive, and if neccessary scan your disks. You need to clean out cache files, temporary internet files, etc. You should also look at what programs are being loaded at start-up (each one takes up RAM and processing power) and which processes are running that you don't need (ctrl-alt-del: process and application listings). To learn what each program does, Google is your friend.

Install good anti-virus, -spyware, -adware programs, make sure they are up to date, and do a full scan of the PC while disconnected from the internet. Infection may require anything from a simple application uninstall to a full reinstallation of Windows (I'm assuming you're using Windows XP?). You may need to get down and dirty with the registry too. Again, Google is your friend.

3. is for those that have some technical competence. Google for Windows XP tweaks, there are bound to be many sites offering information and/or applications for this. Again this may reqire you to edit the registry, so be careful.

Or you can download and install Linux - http://distrowatch.com - any of the top 5. I use Mandriva Linux.

Without a proper description, it would be difficult to answer but let me try the best I can. Cutting the gordian knot, speeding up the PC would be the easiest by formatting and reinstalling Windows and the basic components alone. Another option would be by going to Start> run and typing in msconfig and hitting enter. Then selecting the tab of startup items and disabling those which are not required. Another option would be by upgrading the RAM of the computer but depending on the background, this may or may not be the right answer.

Buy more RAM. You can buy it at best buy and wal-mart. It isn't expensive.

Go to your control panel and click on add/remove programs and delete anything you are not using cause all of that stuff you don't use is taking up space on your pc and that can slow it down.

Try to defrag your computer (This can help out so much) Go to system tools>Defragment

If you have Disc cleanup on your computer then use that too.
On the tools menu delete cookies, delete files and delete history.

Good luck
