Different countries have different rules.

You won't be able to just answer want-ads, you'll first require a work permit.

The best way to move forward is to select the destination where you want to work. That probably involves traveling around to sample a few places, which is expensive but fun.

Meet people and make friends. The only way you can get a work permit is to already have a job offer.

Without a permit, you can try doing catering work for rich people. That involves living in fancy areas and meeting rich people. You'll find them at golf courses.

If you want to be a chef, first you'll have to take your degree of Hotel Management. Then go on the net and go to a search engine that finds jobs. Apply for a chef's post and wait for the results.
