i am travelling to S. Africa and after that to paris. do i need ECNR, found contradictory answers on the web. i dont have a degree, so how do i get it? any good travel agents knows?

Ministry of Foreign Affairs of India has recently simplified the criteria for ECNR. A person who passed equivalent to the Matriculation (10 Standard) are eligible for ECNR, as per the new regulation.

I would suggest you to contact the passport authority/office to get this facility.

The Indian government has relaxed it policy on ECNR from 169 countries to just 19 countries a couple of weeks ago. You should check the Indian Passport website...............
