I believe the cheapest way to call to the philippines is through pc. Through Yahoo Messenger or you can text them through Chikka. also there's a new software that is very popular now called Skype...

I like skype's feature.. It works very much like yahoo messenger and chikka combined. You can make pc to pc conversations and video calls and also you can send text messages. and the good thing is that it's free software.

Also you can make phone calls with it, from your PC to telephone land line or mobile phone... It's really feature rich software.

You can learn more about skype here.

The cheapest way to call Philippines if you have computer are thru chikka.com, yahoo messenger or msn messenger (specially with webcam & microphone). If the person in the philippines has no computer, pls ask him/her to go to an internet cafe just set a time and day that you can chat each other. the rate in Manila is around P15.00 to P35.00 per hour depends on the internet cafe's location.

Onesuite.com has a prepaid phone card deal that from the US to the Philippines costs 14 cents per minute or 18 cents per minute if you're calling a mobile phone. Of course PC to PC calling is obviously cheapest, you asked for cellphone or landline calls.
