I have seen some cheap ones for around $20.00 at Wally World and Best Buy

AutoCAD 2007 is $4000, but if you're at school you're going to be able to get it at a huge discount off that price for being a student. I'm not aware of any cheap or open-source CAD software but I'm sure there might be some out there.
