I know I can't play american dvds on a regular player because the tvs here are different, but what about a portable? Thanks

Portable... as a portable player? No, American players play American region code. Italian player is for Italian title. I think there is no Region Free portable yet. The phase issue you mentioned with TV sets may also be applicable here because the relatively poor quality of portable player LCDs compare to computer/PDA is a dead give away that it had gone through NTSC analog lines. My advice in this case is buying American players.

As a laptop computer? Same no, but the region code issue can be bypassed easily with buying a second DVD drive attaching as external USB device. That is relatively low-cost by comparison. The analog of computer displays are universal and compare to TV, high quality.

If your Portable DVD player is region free than it's possible.
