Why not?
I had a two year relationship with a friend who did exactly that:
"Jack, I've been in love with you for the last year and a half..."
(Note, my name is not actually Jack.) Me and her broke up amicably... but that's a different story.
Just so you know, us guys are generally not to particular about who we like. Personally, I like any woman who has enough guts to admit she likes me.
And If he says no? It happens. It hurts. It goes away pretty quick to. Kinda like a band-aid: do it quick and it the pain's gone (assuming he says no). Do it slow (i.e. don't tell him, just keep swooning) and it'll hurt a lot worse when he hooks up with some other chick.
I've told many women I like them. I've gotten used to rejection. I realize that it's a numbers game: every 'no' is one 'no' closer to that 'yes'.
Just for kicks, the most recent time I told a lady I liked her:
I was chatting with a co-worker I chat with a lot and the conversation drifted to relationships. She's lived with her bf for a couple years now. I know that nothing will likely happen between me and her so it lessened the potential sting of her rejecting me.
"I'll be honest, [name of co-worker]. I like you. I realize that you have a boyfriend and I won't do anything about it."
She's seemes to be a lot more friendly lately.

,How long have you known each other? Do you already talk? Should be easy if you already know each other even a small amount. If not you need to start conversations with him and then you'll get the feelings inside you if he does or not let him make the move. Flirt with him,maybe you might have to ask him for a drink or whatever you all do there where you live..

Make sure he is available first.If he is, then try to chat him up, a nice conversation, something easy to talk about ( a new movie you watched recently for example). Look for signs if he likes you.If a guy likes a girl when he talks to her, he looks at her in a nice way, not just with a neutral look on his face. Complain about your hair ( or something in your appearance, that you think is messy or something) , if he makes nice comments, and assures you is fine its a good sign he likes you. Get to make him talk to you easy, maybe he sees you hard to approach, or not interested. If you don't try something to get him to notice you nothing will ever happen.Sometimes its up to us girls to take the lead, but don't look too keen, just friendly at first.
