If so what programs is safe to remove from task manager?

That's not a ridiculous amount, but you could probably do with a few less. Run msconfig and uncheck some stuff from the Startup section - if it looks important, don't mess with it, but you can disable a lot of stuff, Quicktime, iTunes, etc. - doesn't mean they won't work, just that they won't start when you start your computer, which helps a lot.
