An index in golf relates to handicaps, normally it is for the individual golfer rather then golf holes, the holes are simply rated easiest to hardest on that course.

A handicap index is needed because each golf course has a different degree of difficulty so golfers can compete anywhere using their handicap index. It could even be used for the different tees on the same course.

Example ::

a golfers 6.5 index on one course could be a 7 handicap for him but on another course it may be an 8 handicap.
Depends on the difficulty of the course.

That is how the USGA has tried to level the playing field between golfers of different capabilities.
