there is a prog that you can get to do many things, i think its called gizmo, its from steve gibson at grc.com
set up that prog how you want it, and go into the properties to a shortcut of the prog and set a shortcut key (ctrl + alt + something, or ctrl + shift + something, or alt + shift + something, or ctrl + alt + shift + something)
This should do it for ya...

what monitor r u talkin about? u can have ur monitor turn off by setting the power options for it, by right clicking your desktop, choosing properties, go to the screensaver tab, and click on the power button.
