Yes it's bad to leave him out. Ask your friend how he would like to be left out in those conditions. I think he should be reported to the humane society if he is doing it.

if the dog has anxiety issues when there is thunder or lightning, it is best to keep the dog indoors in a quieter area and possibly even crated or kept in a small room to help it feel safer and keep him out of any trouble he may cause. supervision is also a good idea in case the dog sustains self-inflicted injuries during any anxiety attacks, as many can.
if the dog doesn't seem to mind, as long as he has solid, waterproof, warm shelter, he should be fine outdoors. that being said, a dog shelter of that caliber can be expensive to come by as most that are sold are cheaply made. personally, i would bring the dog indoors. and i also live in california, with all my dogs inside.

Dogs are pack animals they need to be with their pack/ family. Isolating them can lead to horrible behavior problems. The least this person can do is let the dog in the house when it's raining. Also a dog left out side is required by law to have some sort of shelter.
I work at a humane socitey and I see these outdoor only dogs all the time and they tend to have issues because of lack of socializtion.

Dogs do not lightning and thunder because they find it scary and will run awayno matter what breed. Best not to leave dog in the rain because Labradors can suffer from arthritis.

labradors LOVE water, but electric? I think not. Lightning is an automatic danger sign for any animal, but pets have luxury of climate control because we want them to remain healthy. They can withstand the rain outdoors for short periods, an hour or so, in a climate like california, but they should always have some sort of shelter they can run to if it gets to be too much for them.

hey, tell him or her its not good for a dog to stay outside in such a bad weather, the dogs going to be in a bad shape enduring something like that.
