Her parents won't automatically go to jail becasue they use a belt on her. They will be questioned for sure tho. What might happen is that they have to take parenting classes and report to a case worker daily. it depends on how severe the abuse is. If they do go to jail, I can fully understand her feeling of guilt. Even tho it is not her fault, I am sure she will be riddled with feeling she has done something wrong. They will alo work with her to assure her she is doing the right thing. How old is she? The brother does seem to be a real worry if he is using a belt on her...
She, or you..or someone needs to call family services right away, Intervention has to happen for this cycle of absue to stop. It looks like her brother is already in deep and a contneder for abusing his own kids later on..how sad.

You can call child protective services in your area, explain the situation and ask them for advice. They have lots of experience working with this type of situation and can give you real direction, also can give you referrals if necessary. Encourage your friend to call as well. I used to call child protective services in lots of different counties when I was in property management, they were always very helpful.
If your parents are aware of the situation maybe they can help by taking your cousin in and getting her away from the immediate abuse.

I am a social worker in New Mexico, I used to work for child protective services. I have a list of every number in each state (each state has a toll-free hotline) You don't say which state you're in I don't know if you can e-mail through here but if you can e-mail me and I will give you the number for your state

Ya know that seems tough but, it's really not. You need tot tell the police. I know she doesn't want them in jail, but if they got sent there for maybe 2-3 years they'd learn to love her. As for her brother, report him too. Like I said maybe he'll learn to love her, also. As for you, I'm really sorry....
