Why do you need to tell both of them? If you tell both of them then you won't get either one of them probably. You need to choose one and go with her. If you can't choose then just make friends with them, don't tell them you want to be romantic, and see which one likes you, or which one you like better. It's best to start out being friends for a while.

what is the problem you can't speak? I mean just say it you might fell scared and all but just say it what is the worst that could happen they will lough at you so what? I mean it they are two then well that is going to be a bit boring but still just tell them

It sounds to me like you're young, feel like you have to make a decision and can't. Is it that you feel like a committment to one means an end to the other? Is it that you don't know which one you like more and you feel like you have to make a decision? Do you really like them, or do you just feel like you're supposed to like them?

you probably dont have enough self-confidence. youre probably scared of dealing with rejections if ever... that is why you cant tell them you like them
