The USA for most things, particularly aircraft and stealth technology. The Russians take the lead for some aircraft (see: Sukhoi SU-47), certain thermonuclear weapons, and for some space technology. The Israelis lead in some technologies as well, particularly UAV (unmanned aerial vehicles), the EU has its share as well (see: Eurofighter aircraft). China and India are getting up-there, and despite lacking an offensive military, the Japanese tend to lead in pretty much all technologies and circruitries.
Overall, I would say the USA has the best military technology, because of their excellence in aircraft technology, but the rest is pretty much a split.

The United States has at the moment the most advanced technology in the world, but that has a great cost to the people...I think that the Excaliber round for the new tanks is an awesome example. High Accuracy at $250,000 a round...a good estimation would be hitting a quarter with a pistol from two blocks away for $250,000!

The U.S. does but if you don't have the will to use it what good is it. A determined fanatical enemy with nothing more then old soviet tech and road side bombs is currently demoralizing the U.S. people and going to force a humiliating retreat for the US army. But at least they make for cool specials on the Discovery Channel.

USA used to....but now china is growing so rapidly that experts say...china will over take the US in terms of advanced military techs by 2025!!!! russia also has alot of high tech military weapons!!!

depends on which piece of equipment you're talking about. the USA doesn't have the best of every single piece of military equipment. some European countries have some very good stuff as well as Israel and Russia.
