Make a drink with loads of freshly squeeezed lemons, it will taste bitter but not if you add a half teaspoon of 'STEVIA' This herb is unbelievably sweet...
It will help his sore throat no end..
Also, if you're keeping him indoors cut garlic cloves in half and stick them with plasters on his feet & cover with a sock. You can also put them around his neck... works a treat!

Gargle several times a day with warm salt water. It's an old remedy and all old remedies work. Sorry, I didn't read your entire question I didn't realize it was for a child. They do have throat sprays that are safe for children, they are over the counter but ask the pharmacist to recommend one until you can get your son in to see the doctor.

since he wont gargle, maybe try broth or soup chicken (beef) (sodium in those items though he wont gargle drinking might help and the warmth will too) but you have to be careful because if its common for young kids to get strep ... I used to get it every year and it's painful and won't go away w/o dr & rx. it's pretty serious. I hated to gargle but grandma convinced me so at the start of even a tickle I did it and stopped getting strep every year, maybe I outgrew it but who knows for sure. good luck
