Evolution is the opposite of chance, but a lot of people seem unaware of that. Is it a failure of public education, or is this confusing coming from elsewhere?

No, Tony. Chance is when species A and B have equal chances of survival. In the Darwinian model, the one which can most effectively reproduce for several generations survives.

Natural section, in other words, by allocating resources only to the most efficient survival organisms, is the opposite of chance.

Inaccurate descriptions in the Christian press. Kids who've been taught creationism only see evolutionary theory through that lens. There are packaged answers, and one of them is to accuse evolution of being a glorification of chance.

However, the court ruling against the Dover, PA school board's efforts to inculcate ID into the school's biology curriculum had an interesting twist. He said that ID is not science and has no place in science class, and said it was a thinly veiled attempt to put creationism into public school. And this came from a conservative appointee named by GW Bush.

OK you have my interest, if evolution is organized are you saying
that there was an intelligent being behind it

Yes but most people assume that evolution and natural selection are one and the same thing which of coarse they aren't. If evolution was indeed inspired then natural selection would likewise follow that inspiration and reflect the logic of the
designer. If we assume no intelligent designer existed then we
would have to further assume that order and direction in the
universe were born from chaos and that the perfect mathematical model we find in the quantum physical is also
born from chaos

I would not call them opposites. Chance plays a role in evolution. The problem lies in explaining stochastic processes.

The schools are too scared to teach what evolution really is, and too many people are hearing about what it ISN'T at church. It's public anti-education, or a general dumbing-down of America.

It is the babble creationists spit. Most of these people have never read one single scientific article on evolution (except for maybe ones written by creationists refuting evolution)

Evolution DEPENDS on mutations. Mutations only happen by chance or by design. Evolutionists reject Design What does that leave?

Extremists very, very rarely give time to opposing views. And, rarely seek the middle ground (that very often makes sense). It's an "all or nothing" thing to them.
