Israel has the best small military. (all branches)
The United States has the best large military. (all branches)
Numerically, North Korea, China and India have the most troops in that order.
India has the best air force in South-East Asia.
Russia's military has evolved in the post Cold-War era to be more mobile and has the best integrated air defence and advanced missile systems.
Iran has a military that if routed can quickly disband into well-organized small units capable of organized insurgency. (They have learned from American action against Saddam's Iraq)
Overall and currently, the potential for assault rifles, rocket launchers, grenades, and other personnel weapons has had a destabilizing effect on the revered militaries of the world. The success of the cheap weapons listed above has given infantry forces (insurgents and soldiers alike) a vast advantage in waging lethal combat.
The best military cannot be decided by anyone but only time will prove that the best military is the one that will constantly adapt to the changing factors of modern warfare.

USA has the best NAVY, ARMY Air Force, Marines, and coast gaurd.

on a per capita basis, i would vote for Sweden, Finland, or Germany. Small militaries that can fight very well. their technology overall is on par with America's and their troops are trained as well, if not better than many American troops.
