It's not cheap, but it's the best product I've found for ingrown hair. Also if you shave or wax you might want to try a depilatory. It will melt the hair below the surface of your skin so when it grows back out the ends will be a bit sparser. Good luck, ingrown hair on your legs is the worst!

take care of your legs.
exfoliate - either with a body scrub or use a loofa or similar product
use a good razor (like Venus)
and use lotion too
