Looks like everyone is on the same path for you. The grocery store is your best bet. Each store may stock it in a different place, so look in the aisle for baking goods first. Especially at this time of year, they'll have holiday patterns so they may be in an end cap (the shelves that are at the end of each aisle as you turn from one aisle to the next), or in the small cardboard displays that stand next to the shelves (the ones you have to maneuver your cart around because the display is in your way).
Also check in the aisle where they stock aluminum foil, wax paper, etc. and finally, in the section where they have kitchen gadgets, etc.
Other stores that will carry them include wal-mart, k-mart, target, dollar stores and even Michael's or Hobby Lobby (look in the section where they keep baking geegaws like cookie cutters, Wilton pans, etc).

They should have them at the grocery store, but try Wal-mart and craft stores too. Most craft stores (such as AC Moore, Hobby Lobby and Michaels') have a cake decorating section and will have themed baking cups there. Wal-mart usually has both a craft section and a boxed foods section, they might have them in either place but I'd bet on the craft section.

they are in the baking supply department of all grocery stores. They are pleated paper cups for making cupcakes in.

Baking aisle of any ol' grocery store... Reynolds makes them in foil and paper (white and multi). They are in little clear plastic tubs.
