The US Government implement (or did at one point) a Credit System, whereby industrial factories that maintain pollution standards earn credits that they can sell to companies that are floundering. The idea is that the Credit earning companies are balancing whatever excess pollution is being put out by the crappy companies that won't upgrade their systems. The good companies also earn extra profit to offset the cost of upgrading by selling the credits to the other companies.

On the global scale, one of the major players in pollution reduction/control is the Kyoto Protocol.
