u using IE? goto tools and turn double make sure that its off and after that refresh the page.

Pop up blockers can be in several places: A Google or Yahoo toolbar (e.g.), your anti-pest software, or Internet Explorer itself. For IE, click Tools, then Popup Blocker. For the others, check their settings.
