i'm 16 and they kind of stopped, will they stay like that forever?

Mine stayed the same size from about age 11 to 21. Then I went up 2 sizes in a year, out of nowhere. No major weight gain, no kids. Booby Kablooey! Guess I was a late bloomer.

Seems to be one of those things that's different for everybody. Mine seemed to mostly stop growing by the time I was about 14 but I was underweight. Overall, I gained about 8 to 10 more pounds by the time I was 19 so they seemed a tiny bit bigger then because I 'filled out'. Since then, they stay the same size unless I gain or lose weight. Proportionally, they've been the about the same size since I was 14 though.

Sorry, there isn't an answer to that. They'll continue to change sizes all your life. On many gals, if you gain or lose weight, it shows in the boobs. If you have a baby, this also changes their size and appearance whether you nurse or not.
If they're too big already, consider a minimizer bra. (Go look online. Most are actually surprisingly comfy.)
If they're not big enough, you can find exercises online that will help. Nothing's instant, though, so plan to stick to it if you start. You may also need to gain a little weight, too, to get bigger ones.

Don't worry, they will grow trust me. However, you don't want them to be too big otherwise you will have back problems in the future because of the weight of them which many women have complain about that I heard of.

You are still young and have 'growing' to do. At different stages of your life, size can increase.

You get an initial surge at puberty until about 18 or so. You get another one when you are pregnant
