received a ticket in the mail, with the fee and someone else's license plate #, feels like a sort of identity theft issue, right?

first, you are not going to be able to find out a person's license plate number, that is only accessable to those in law enforcement. what you need to do is take the ticket to the law enforcement agency that issued it.

Only police or government agencies can look up license numbers.

Your best bet is to report this at the local License Plate office or something similar.
