That's a pretty thick portion of most agencies SOP. Basically, an officer can clear leather when ever there is a threat for his/her safety or the safety of another person. That's the bottom line. OK, there is another time like when we go to the range and shoot.

1. To defend themselves. If they feel they are in danger, they must be able to defend themselves

When they are in fear of their lives or the publics lives. No one can truly answer this question, until you are placed in a situation that warrants that question.
