they might be egzema.
(sorry if i spelled that wrong) but i have it. its like a rash but once you have it you dont get rid of it. im almost positive they still havent found a cure for it but their is a medicine that stops the itch. its called eledel. (im awful at spelling sorry) but see a doctor if it continues and then see what he thinks

only thing I can think of is you shaved without cream or gel and didnt let your legs soak in water long enough

Winter is near, so it may just be some dry skin, so just moisterize and see if that helps.

It could be razor burn, did you just recently shave your legs?

or use this neutrogeuna stuff i use, when i get red bumps on my legs, even if i don't shave i get them.
