No...it is understood. It would be a good idea to invite the pastor to the reception, though. Usually they will turn it down, but it is always good to be nice.

You don't have to send invitations. Just invite the pastor verbally a few days beforehand (IF you wish him to attend. You don't HAVE to invite him, but if he's a friend of the family or something...)
But the photographer will be there all the time anyway won't he? He'll be taking photos of everything, and you usually have to provide a meal for him.

it is customary to at least invite the minister or priest who officiates at the ceremony. while you do not have to issue an invitation to the photographer you should feed them at the reception just the same as any other guest so you must take that into consideration in your head count. If you have a live band it is also customary to provide a meal for them as well at the reception same for a DJ or singer or anyone you have hired to offer entertainment service during the reception.

Proper ettiquette is to invite the pastor and his spouse. Most of the time, they will decline unless they are close friends of the family.
You are not required to formally invite the photographer though it is proper ettiquette to provide a plate for vendors who are there over the dinner hours (dj, photographers, videographers, etc)

also you might want to set a plate for the photographer an music people just think a photographer is going to be with you your entire time .

No, they are employees not guests. Do be sure to let the pastor know he is welcome at the reception.
