D&C 107:76 But a literal descendant of Aaron has a legal right to the presidency of this priesthood, to the keys of this ministry, to act in the office of bishop independently, without counselors, except in a case where a President of the High Priesthood, after the order of Melchizedek, is tried, to sit as a judge in Israel.

Has it happened recently? (say 1990 or later....)

I have heard it has not happened since the Church was restored, but that it will in the last days as a sign of the times. It would require a Jew who was a desendent of Aaron to convert, and the likelihood of that happening will most likely happen just prior to His Second Coming. A counselor in the Branch Presidency and I talked about this very thing a few years ago.

Some Branches are too small to be Ward and too low in number to have many positions filled. In this case, usually a missionary couple is assigned to the branch and the male is the Branch President. (We don't call them Bishops--although they function as such.)

I don't know of any literal descendants of Aaron serving as Bishop. I did hear an interesting article on public radio about it is believed the lost tribe of Manasseh has been found in India. http://www.jewishagency.org/JewishAgency/English/Home/About/Press+Room/Jewish+Agency+In+The+News/2006/5/nov28cbn.htm
