Yes, all the time. I see both my dogs look straight up when asking for food. Or watch something drifting dowm, or trying to bark at a bird on the tree, as if barking at them will coax them down to play chase.
They also look crosseyed when eying the snowflakes drifting down. Its hilarious.

I am not sure if they can or not, I never really paid any attention but that's a good question. I think that they are able to though.
