To remove a program go to Control Panel and click on Add or Remove Programs.

If you are on a company network, it may be something the network administrators are running. Ask them. If it's on your home PC and you don't recall installing anything that runs at startup (antivirus, etc), you have a real problem.

You should be running antivirus, antispam, and antipest software that would detect bad programs in most cases. If you are not, get them from your service provider or from Symantec, McAfee, etc. (You will need them after you fix the problem in any case.)

One of these programs should identify and fix the problem. If they don't, your options include reinstalling Windows (save all photos, Word documents, downloaded program files, etc. to another device first) and calling a repair service. I'd reinstall Windows, but then I'm a geek.
