Most of these answers are off base. The police investigate a crime and write a report. The report goes to a prosecutor and if there's enough evidence and it's legally sufficient he files a complaint in court and gives the report to a judge. The judge reads the complaint and report and if there is probable cause that the person named was involved in the crime, the judge issues an arrest warrant and the court sends it back to the police to arrest the suspect and bring him to court so the case can be tried.
A private citizen cannot obtain an arrest warrant.

In Canada,
First of all you probably should be a police officer, however I have see private citizens swear out an information before a Justice of the Peace and get a warrant that way (very rare though).
You need to prove to the courts that there is reasonable grounds to believe that a criminal offence has occurred. Around here you are expected to make a reasonable attempt to locate and arrest the person before you seek out a warrant. Here it is the judge or the justice of the peace that issues them.

You can't. Police obtain arrest warrants from a Judge.
Many people misunderstand the concept of "Citizen's Arrest" too.
I have a 39$ warrant in Minnesota for a Parking Ticket. hahaha.

a private citizen can not, nor can they inforce it.
In the US the process varies from state to state.
1. Grand Jury indicts and a warrant is issued by the judge
2. DA prepares warrant application and presents it to the judge
3. Police officer presents application for warrant to the judge
4. A person files a complaint against someone else, a hearing is held to rule on this, if the judge rules there is cause a criminal charge is issued,

You don't but judges do. You can go to the police and file a complaint, if valid then the police send the report to the district attorney who then get a judge to sign an arrest warrant.

Well police have to have to submit a probable cause affidavit to a judge or a neutral magistrate. It must follow the particularity requirement of the fourth amendment, which means it must have immense detail in who or what they intend to seize or arrest. Then after it has been signed they have 3 days to execute the warrant excluding the day of issuance and the day of return.
