Look for a pattern of behavior. This one incident appears selfish and uncaring but if this is very rare behavior, just let it go. But, if this is a pattern, you need to start to recognize that this is part of his character. If he is a special guy, don't turn him off by over reacting to this one dinner. If he does this a lot, it is time to be honest with yourself about moving in another direction instead of getting in deeper with this person.

only one thing you can do... tell him how much it bothers you, and take it from there... he may not know he's annoying you so much... he may also not have any idea that it's hard to have a good time when you've been waiting for him for the better part of an hour...you shouldnt have to suffer in silence, and you shouldnt dump him without giving him a chance to fix the problem

Tell him that it is unacceptable to be late and you will NOT tolerate it again. Let him know that it is extremely disrespectful to you and that you will NOT continue in a relationship in which he feels he can openly disrespect you in front of one of his friends. I wouldn't call him for a while after you tell him this just to get the point across.

did you ever tell him about it?? if not tell him about it because he may not know it bothers you. if he still does that than you should find another boyfriend because that is just like lying and you deserve better.
