he always has his beak open to assist in breathing, and it is not the usual quiet breathing. he cannot whistle anymore, now it is a raspy noise.

this is pretty serious. I suggest you take your bird to an avian certified vet right away. You can find one near you here: http://aav.org/vet-lookup/ Birds hide their illnesses because in the wild, if they show a sympton, they will get eaten, so when a bird begins to show symptoms, it is very serious. You need to learn the little things that might indicate that your bird is sick, such as different poops, acting differently (like not whistling or being as playful as usual), not eating as he would usually. Also, birds do not breathe through their beaks-they breathe through their nares (aka nostrils), so he is having trouble breathing if his beak is open. please take him to a vet today!!

It sounds like pneumonia. I would get him to an avian vet now- because if a bird shows signs of illness it is serious!
