i take it to mean to this person believes its better to be evil and happy then be good and be sad, sometimes doing the right thing is to do the hard hurtful thing. this person seems to think it is better to be a sinner and be happy then to be good and be sad.

It means that the person saying it did not want to die young.

It is a line from a Billy Joel song.They say there's a heaven for those who will wait

Possibly the same thing this quote means: "Good girls go to heaven, bad girls go everywhere."
It's certainly more pleasant to be happy and upbeat than it is to sit around with a long face, all mopey and sad.
Frankly, I think the so-called sinners (providing they're not too heavy duty; I wouldn't want to hang with murderers and child molesters however "cheerful" they might appear!) might be a much more interesting lot than a bunch of pious, tight-a**ed saints.

It means that one should be happy and keep laughing rather than crying, no matter in which company you are.
