When we hang out or run into eachother he kisses me goodbye, and we hold hands. But he doesn't call..maybe once a week (if that). It's been 3 months and he hasn't told me a thing regarding his feelings/our status. What's the deal?

2 possibilities.
1. 20% He doesn't like you that much and you are just term for him.
2. 80% He's just a little bit hesitated about telling you, and this is your problem I guess, you should make him feel more warm and safe, say this to him when u both are not saying a word: (Tell me something...anything you want whatever it is) (Tell me about us).
Don't misunderstand me but u should drag him into your trap. This is figurative expression. Good Luck
Ex. Me and my gf, we were like this together all the time for 7 months until I touched her back when she was wearing backless.

Then he is not for you Honey. You will know when the right guy comes along because he will be loving and attentive to your needs. He may just be playing you for a fool, so just be his friend and look elsewhere, and take your time as love will have it's way eventually, you'll see.

If he's not asking you out and showing you a nice time dating, he's just hanging out with you and having a few kissing benefits. His not hardly calling isn't the issue..... is he inviting you to do things normally done in a romance?
